As Russia's aggression against Ukraine continues, there is a question that still hasn't been answered - what makes Russia so confident in confrontation with the West, which has not happened since Soviet times?
Why would Putin, in December 2021, issue an ultimatum to NATO to withdraw to its pre-1997 positions, threatening unspecified "military-technical measures" if NATO refused? Later, the NYT reported that on the sidelines of negotiations with the West on the ultimatum, Putin's aides suggested that the "results of the military-technical response would be felt acutely in Europe and the United States."
Later, in 2022, Lavrov downplayed Putin's statement in his typical absurdist-dismissive manner to offset the bewilderment, suggesting that "military-technical measures" meant nothing more than the "deployment of military hardware."
However, in March 2023, Security Council Secretary Nikolai Patrushev doubled down on Putin's vague threat by declaring in the famous interview that Russia possesses "unique weapons able to destroy any country, including the US."
In 2024, Ryabkov stated that Russia has "all large-scale military-technical means necessary to reason with the West," alluding to Russia's comparative advantage in its secret "unique and without analogs weapons."
Hinting at weapons that go beyond traditional or nuclear arsenals, the key feature appears to be the ability to conduct covert attacks that cause massive destruction while evading retaliation, granting Russia a perceived strategic advantage.
Repetitive, unspecified threats shouldn't leave experts indifferent, as it remains unclear what Putin meant by warning of unspecified "military-technical measures" and what his newfound confidence is based on.
Geophysical Weapons as Russia's Mysterious "Military-technical Means"?
Among many clues to Russia's secret "unique and without analog" weapons, one was of Vladimir Zhirinovski, then Deputy Speaker of the State Duma, who in 2011 claimed that Russia possesses a "weather weapon" capable of destroying "any part of the planet in minutes, leaving nature untouched."
Russia is a cosmic state with lots of money, resources, and new weapons that no one knows about yet. With them, we will destroy any part of the planet within 15 minutes. No explosion, ray burst, or kind of laser or lightning. Quietly and calmly, whole continents will be put to sleep forever, while nature will remain untouched.
It is not clear what Zhirinovsky meant, but it describes the Putin regime's way of thinking. The highly advertised nuclear torpedo Poseidon doesn’t qualify as; except for a promised tsunami, its use envisages radioactive contamination, nature would be affected, and it would remain uninhabitable for a long time. Zhirinovsky could mean “volcanoes' weaponization,” which the Russians actively use and deserves special attention. However, when talking about “weather weapons,” Zhirinovsky meant the weaponization of natural disasters by intentionally intensifying them, capable of producing apocalyptic-level devastation on a regular basis without detection.
Another revelation on Russia's climate weapons came from Vladimir Solovyov, Russian propagandist-in-chief, close to Putin, at the moment of Russian losses on the frontlines in 2023: "It's somehow alarming. It's time to turn on the climate weapon. Give it a good whack!"
Important to note that when the Russians suggest employing some measures, this means they have already been in place for a long time.
Solovyov’s interlocutor, Evgenii Tishkov, a military meteorologist, lieutenant colonel, and candidate of technical sciences, suggested that Russia already possesses the "climate weapons" with an impact comparable in scale to nuclear weapons, capable of "turning the entire states into insects by plunging them into pitch darkness."
Russia’s ex-President, Anatoliy Medvedev, on September 11, 2024, posted on X, describing a Russian military strategy that combines the use of geophysical weapons to sink Britain with the use of conventional hypersonic missiles. The statement was made 10 days before Hurricane Helene’s catastrophic landfall, which practically sank North Carolina.

The same day, Maria Zakharova, a Russian MFA official, publicly compared the US presidential debate between Donald Trump and his opponent, Kamala Harris, to a battle on the "Titanic,” before its collapse:
Let's look at the bigger picture. Here is the "Titanic" - powerful, very expensive, advertised, with people who have achieved significant success in their activities on board, going somewhere across the Atlantic Ocean. And on board the "Titanic", there is a match between two famous wrestlers. I don't know if they are boxers, kickboxers, or jiu-jitsu specialists. The US is headed for a disaster like the "Titanic," and there are "15 minutes to the iceberg.
De facto, Zakharova, in sync with Medvedev, declared a weather or geophysical warfare against the United States, which should manifest in massive hurricanes, tornadoes, floods, and other catastrophic events, with Hurricane Helene as the beginning of a series of apocalyptic events.
An interesting nuance, worth mentioning: Patrushev, cited by the Russian state news agency, is talking not about "destruction," as Western media cites him, but "wiping out" the US and any other country. His words echo military meteorologist Tishkov's threat to turn "entire states into insects" and Zhirinovski's promise "to put whole continents to sleep forever," which neither conventional nor nuclear weapons are capable of.

Missile defense, mentioned by Putin in 2009, refers to the U.S. network of ground, sea, and space-based systems designed to detect, track, and intercept incoming ballistic missiles to protect the homeland, deployed forces, advanced radar and satellite sensors are useless against geophysical weapons, which easily overcome them without being detected as an attack, which leave the countries unprotected and vulnerable to covert attacks.
Military-technical means or geophysical/climate/weather weapons are not exactly weapons, as they don't aim at a specific target, as conventional or nuclear weapons do. The technical devices are engineered to modify the climate or influence weather patterns to intensify preexisting natural disasters inherent to a particular place or season and eventually degrade the attacked environment.
The fact that these technical devices are applied for hostile purposes and cause military-level destruction makes them “military-technical" means or “geophysical “weapons.” The destructive power, provoked by geophysical weapons, is comparable to nuclear weapons, which qualify them as weapons of mass destruction, even if the damage produced is different.
Stealthiness: Avoiding Retaliation and Competition
The main advantage of geophysical weapons is their stealth, which prevents the enemy from detecting hostile actions, as they appear as natural disasters that meteorologists usually poetically attribute to the wrath of Mother Nature, which is getting stronger by the year. Therefore, despite the destructive power comparable to nuclear weapons, the use of this type of weapon does not entail retaliation, which would be inevitable in the case of nuclear or other weapons use.
The covert nature of geophysical weapons, whose damage is indistinguishable from that of natural disasters, means that Russians can gradually destroy their opponents until they are completely exhausted without even being identified. The use of any other weapons would disadvantage Russia, as the West overcomes Russia in both conventional and nuclear weapons, and Moscow wouldn't survive inevitable retaliation. By choosing unconventional solutions such as secret geophysical weapons, Russia avoids both competition and retribution, which aligns with Moscow's preference for covert, asymmetrical approaches designed to offset the enemy's advantages.
Weakness: Unpredictability and Inconsistency
The weakness of geophysical weapons lies in their unpredictability and inconsistency compared to conventional and nuclear weapons, as their effectiveness depends on numerous natural factors that are difficult to calculate in advance. Moscow doesn't have the necessary supercomputers for advanced calculations, which would make the results more consistent. However, (ironically) they used ( or still use) the Western supercomputers to plan attacks on the West, covering them up as innocent weather forecasts.
However, with every new covert geophysical attack, the Russians accumulate more experience and knowledge, which improves the success and effectiveness of their attacks, as measured by the level of destruction caused and the number of lives lost. Due to the current inconsistency of geophysical attacks, the Russians use them to weaken the adversary before a war or, instead of a full-fledged war, as a war of attrition.
Russia prefers to inflict regular losses on the US and the West rather than engage in open confrontation. Weather warfare is part of Russia's asymmetric warfare, including sabotage, information operations, psychological warfare, political subversion, etc.
Destroying Adversaries and Containing Allies
Russia uses geophysical weapons not only against the West, which Moscow has considered the enemy since the Soviet era, but also against Russia-proclaimed friends like China. Russia was never afraid of the West or NATO, but is obsessively scared of China. This intense fear explains the Russians' double-crossing of China - love bombing in public and secret efforts to weaken China in secret. In conversation, the Russians like to imply that "China won't last for long," without clarifying what they mean, which creates a macabre subtext.
Weakening and exhausting adversaries and allies is Russia's traditional way to gain geopolitical clout while pursuing global domination. Rather than engaging in open competition by increasing its own achievements, Moscow prefers covert attacks and sabotage.
After the USSR's collapse, Russia has lost the former European republics - the Baltic states and Ukraine, which marked the loss of the development potential, which made possible Soviet achievements in some strategic areas. Therefore, missing an opportunity to weaken an adversary or ally in the Russian mentality is tantamount to criminal negligence. The use of geophysical weapons elevates this approach to a constant state of warfare.
Exposure Destroys Advantage, Strategic Deception Protects
The advantage of the geophysical weapons exists as long as their application remains stealthy. This implies increased secrecy measures on one hand, and propaganda to confuse the adversary and divert their attention from potential exposure of Russia's hostile actions, on the other. The best protection for Russian secret weapons is a conviction, imposed by Russian scientists, that the existence of geophysical armaments is impossible, which international scientists uncritically accepted as an axiom - a fundamental statement accepted as accurate without proof, serving as a starting point for reasoning.
The efforts the Russians invested in creating such a consensus benefit them enormously, as it is impossible to oppose or confront something that doesn't exist. Therefore, as long as this distorted scientific consensus exists, the Russians can continue to destroy the West with impunity, using the distortion as a maskirovka. At the same time, no exposure can stop Russian geophysical attacks, as the main advantage, impunity, will be lost.
Mastering Nuclear Energy as a Game Changer
Even if not all geophysical weapons are nuclear-powered, mastering nuclear energy was a revolutionary development that made them feasible. Nuclear energy is vastly more potent than fossil fuels, releasing millions of times more energy per unit of fuel; estimates suggest fission releases about 1 million times more energy than burning coal, while fusion could produce 20 to 100 million times more, meaning a tiny amount of nuclear fuel yields massive power compared to tons of coal, oil, or gas.
The density and potency of nuclear energy enabled the creation of compact nuclear-powered devices with an impact comparable to that of nature, capable of affecting large-scale weather patterns, especially when targeting the most vulnerable points of weather systems, which are at their most unstable and thus even more vulnerable.
Ideology Behind Russian Climate and Weather Warfare
The state's role in nuclear energy development since the beginning has been driven by the Soviet obsession with climate change and the conquest of nature. Since the 30s, the main goal was to liberate the Arctic from ice, which, along with liberating humanity from American capitalism, was the USSR's main ideological pillar.
Putin and his generation were raised on these ideas. Since the post-Soviet time, the ideology has gone even further, suggesting that the West benefits from an unfair advantage - mild climate due to the warm Gulf Stream, which explains the prosperity of the West, while Russia unfairly suffers from cold. The unfairness should be eliminated by using the immense power of nuclear energy and other technological means.
Destroying the Arctic ice and melting the Russian permafrost should restore fairness, making Russian territory more livable. However, the ice melting should change the ocean currents and slow down the Gulf Stream with fatal consequences for Europe's climate - steep cooling in Europe. Russians see this as an additional benefit, as cooling should increase Europe’s dependence on Russian energy and food, thereby strengthening Russia’s geopolitical standing.
Only Russia possesses a nuclear icebreaker fleet, which will become critical to sustain Europe’s transportation. Nobody would dare to introduce sanctions against Russia, which would guarantee Russia’s domination.
Russian Strategic Nuclear Bluffing
Russia’s nuclear stance increasingly resembles a strategic bluff rather than a credible readiness to use nuclear weapons. Formally, Russia claims nuclear parity with the United States, maintaining a comparable number of deployed and reserve warheads. However, as it bet on the development of secret “geophysical weapons,” Moscow appears to have deprioritized sustained investment in the maintenance, modernization, and testing necessary to ensure the reliability of its historic Soviet-era nuclear arsenal. This constitutes one of Russia’s most closely guarded military vulnerabilities.
Serious doubts exist regarding the operational reliability of Russia’s delivery systems and command-and-control infrastructure. Repeated failures of conventional precision-guided munitions in Ukraine, persistent corruption in the defense-industrial base, and the long absence of full-scale, transparent nuclear testing all raise the risk that a nuclear launch could fail, misfire, or catastrophically malfunction. In such a scenario, Russia could suffer massive self-inflicted damage—through launch-pad destruction, accidental detonation, or loss of escalation control—without reliably striking its intended target.
However, effective deterrence does not require usable weapons; it requires belief in their usability. Russia, therefore, compensates for technical uncertainty by cultivating the illusion of a fully functional nuclear arsenal. This illusion is aggressively weaponized through information operations.
Kremlin-aligned propagandists, state television hosts, and senior officials routinely issue explicit nuclear threats against NATO capitals, simulate nuclear strikes in televised graphics, and normalize the language of nuclear escalation. The objective is not preparation for use, but paralysis through fear—deterring adversaries from escalation while avoiding the risks of actual deployment.
Even if Russia lately invests in modern nuclear capabilities, it would rather play the role of psychological deterrence than ready-to-use capabilities against the West due to inevitable retaliation. Along with deterrence, their role is to mask a broader strategic reorientation toward asymmetric, deniable forms of power.
Betting on Secret Geophysical Advantage, Eliminating Competition
At the same time, Moscow seeks to lock in a strategic asymmetry by constraining the nuclear modernization of other powers. A notable example is Russia’s initiation of the UN “Joint Statement of the Leaders of the Five Nuclear-Weapon States on Preventing Nuclear War and Avoiding Arms Races” in January 2022—barely one month before the full-scale invasion of Ukraine.
While framed as a stabilizing measure, the statement effectively promoted restraint and the preservation of the status quo among the recognized nuclear powers at a moment when Russia was covertly accelerating investments in non-nuclear strategic capabilities.
This dual-track strategy—public advocacy for nuclear restraint combined with covert pursuit of alternative strategic weapons—serves Moscow’s interests. By discouraging nuclear modernization in the West and China while shifting resources toward opaque, unconventional systems such as geophysical weapons, Russia aims to alter the balance of power without triggering the traditional warning mechanisms associated with nuclear arms races.
Therefore, nuclear weapons function less as instruments of war and more as instruments of deception: a rhetorical shield behind which Russia attempts to reconfigure strategic competition on terms that favor secrecy, deniability, and asymmetry.
Russia's One-sided Geophysical Weapons Advantage
How did it happen that Moscow possesses the kind of weapons that the United States does not have? Geophysical weapons are not a new phenomenon. Geophysical weapons are prohibited under the 1977 ENMOD Convention (the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques). It defines environmental modification as “any technique for changing—through the deliberate manipulation of natural processes—the dynamics, composition or structure of the Earth.” Then, environmental modification was considered an "ultimate weapon," potentially more dangerous than nuclear weapons.
Until then, both the US and the USSR invested in developing geophysical weapons. For the first time, the US used climate modification for military purposes in Vietnam, seeding the clouds to prolong the rainy season and cut the enemy's supply lines. Then it became apparent that the use of geophysical weapons can cause enormous damage to the planet, including climate change and irreparable destruction of the environment, eventually leading to the extinction of life on Earth.
The ENMOD Convention was signed, but it didn't stop Russia from developing geophysical weapons. By initiating the Convention, the USSR aimed to eliminate competition rather than comply with it. Along with vague wording and unclear definitions, the Convention lacks verification and monitoring mechanisms and enforcement power, rendering it ineffective. Violations need to be addressed through the UN Security Council, where Russia and other major powers hold veto power, making enforcement politically impossible.
Paradoxically, what ENMOD does provide is a cover-up for Russia's secret geophysical warfare against the world, guaranteeing exclusivity and a one-sided advantage. The Convention's vague and non-binding wording freed Russia's hands but restricted the law-abiding West.
Moreover, the ENMOD convention erased the mere issue of "deliberate climate change" or geophysical warfare from the global agenda. Climate or weather modification by geoengineering means was never again discussed as a potential military threat, while Russia secretly continued developing and expanding its geophysical weapons arsenal.
Psychological aspects
Contrasting Perception of Geophysical Weapons
Russian and Western perceptions of Geophysical Weapons differ. The Russian Military Encyclopedia defines geophysical weapons as existing and effective weapons.
The Russian description of geopolitical weapons aligns with the understanding that dominated the discussion in the 1970s, when geophysical weapons were seen as potentially the greatest threat to humanity, even though their development was in its initial stage. Since then, technology has advanced significantly, along with the sophistication of Russian geophysical weapons, which remain Russia's main military secret.
The progress in geophysical weapons development didn't affect the West. The popular search engine Google presents the Western understanding of geophysical weapons as confusing and misleading.
These two contrasting descriptions explain the opposite positions of the West and Russia on the development and use of geophysical weapons.
Strategic Deception and Reflexive Control Operations
How did it happen that the West and the rest of the world did not notice that Moscow, purposefully and systematically, by melting the Arctic, modified the global climate in its favor, causing enormous damage to other countries, including the US and China?
Before the ENMOD was adopted, two terms, "inadvertent environment modification" and "deliberate environment modification," were in use, clearly implying the threat of intentional climate modification as a persisting challenge. After the Convention was adopted, the mere idea of deliberate climate/weather modification was erased from the minds of politicians, scientists, and the military.
Since then, whoever dared to doubt the inadvertent nature of climate change and admit the probability of hostile climate modification risked being canceled.
While in the West, the decision makers lack a comprehensive understanding of climate science, and climate scientists have a limited grasp of politics, in Russia, politics and science have been closely intertwined and militarized since the Soviet era, where everything was viewed through the ideological lens of the fight against the West and achieving global hegemony.
Russian Infiltration of Western Science
In the West, climate scientists are often affected by Russian disinformation or corrupted by Russian money. The main argument against the feasibility of deliberate climate modification, promoted by Russian scientists and echoed by their Western counterparts, is that it is an impossible task for humans, who lack the energy to induce any modification.
This statement is wrong after high-density nuclear energy was mastered. However, the West accepts the argument as an axiom, even though deliberate hostile climate modification was acknowledged as the potential biggest threat in the 20th century.
The constant Russian disinformation campaign explains the absurdity of the situation, meant to impose confusion on how the climate works, using such logical traps as mixing cause with effect, correlation with causation, and many others, which deserve separate research. Moscow has intentionally generated confusion since the 1960s, securing a significant advantage of exploiting the physical laws while keeping the credulous West and the rest of the world in the dark.
In the West, climate science turned into religious dogma, perceiving climate as something miraculously happening that can't be comprehended and explained according to physical laws.
Climate Research Under Russian Control
Any climate or weather anomaly, rather than prompting deeper research into potential hostile weather manipulation, is met with a mind-paralyzing mantra about the necessity of reducing atmospheric carbon dioxide levels. This is the only allowed interpretation of any weather and climate phenomena, shutting down any attempt to comprehend the real situation.
Moscow's assertive approach to climate research and strong advocacy of its perspective on climate change have led Western observers to consider Russian climate scientists among the most advanced and qualified, allowing them to exert considerable influence in shaping prevailing viewpoints.
Russian scientists take part in editing the final chapters of the IPCC report, based on multiple scientific contributions, which affect how findings are presented and interpreted, and shape the final interpretation.
This is how the dogma is born. The scale of their influence is explained by the fact that IPCC Reports are regarded as the ultimate truth by politicians and decision-makers, even if they are replete with distorted data meant to benefit Russia.
Lack of critical thinking and awareness in the West has allowed Russian scientists to literally infiltrate every Western climate research institution and, in many cases, covertly dictate agendas and narratives, benefiting Russia and often in coordination with Moscow.
Anomalies Normalization as Natural Climate Variability
An example of a Russian mind trick that diverts attention from weather anomalies is anomaly normalization. Any anomaly is explained by the suggestion that this had already happened – be it a hundred years ago, a thousand, or a million. Therefore, there is no need to look for answers; just accept the situation as "natural climate variability," which varies once every hundred thousand or a million years, as ironic as that may sound.
"Natural climate variability" is defined as "the variation in climate conditions caused by non-human processes." The term conveniently explains anomalies, eliminating the need for further research or investigation and, de facto, forbidding it, preventing any opposition from being considered conspiracy theorists. Scientific thought stops at this point.
This is just one of many mind tricks used to influence perceptions of extreme weather anomalies. The tactic is borrowed from Soviet Reflexive Control military practice, which controls the adversary's decision-making by imposing on them a self-defeating yet advantageous situation for Russian thinking. The concept is still not fully understood in the West, allowing Russians to manipulate Western thinking and decision-making in Moscow's favor.
Russia's Use of American Opposition against the US
Whenever a supposedly Russia-provoked catastrophic anomaly happens, as in the case of Hurricane Helene, the Russian propaganda machine immediately redirects responsibility to the American government, accusing it of hostile intentions against its own country. Russian propaganda for a long time spreads the disinformation that the US government is the main perpetrator in any problem, deliberately inflicting damage on its own citizens, which is being spread by American social media under the American false flag, and was embraced by MAGA as its own
After an accusation about the Russian meddling in warming the water both in the Caribbean and the Gulf of Mexico, the Russians easily redirected the blame to the Government. The MAGA opposition eagerly embraces Russian propaganda and actively spreads it as their own idea, as Russians intentionally craft the message in such a way that it appeals to the US opposition.
The US government and mainstream media reacted to Russia-crafted and MAGA-spread accusations by excluding any possibility of deliberate climate manipulation, which is also a Russian idea meant to cover up their geophysical operations and spread by different means. The vicious circle closed.
Moreover, Russians managed to use MAGA, which is a Russian political weapon against the US, to weaponize the "natural disasters" against Ukraine.

It is important to mention that not only was Hurricane Helene artificially intensified to multiply damage, but the apocalyptic Maui firestorm and catastrophic Ohio derailment, as an act of sabotage, were also orchestrated by the Russians.
Basics of Russia's Geophysical Warfare and Weapons
The geophysical weapons Russia most actively uses can be divided into two purpose-based categories: climate weapons and weather weapons. Their actions can overlap and reinforce one another.
Climate weapons are geophysical tools used in Russia's hidden climate warfare. They are aimed at strategic and irreversible modification of the global climate in Russia's favor, which is the essence of Russia's climate warfare. As Russia's efforts improve, Russia's climate, other countries' climate, and environment will be permanently and irreversibly damaged if Russia's actions are not stopped.
Weather weapons are geophysical tools used in Russia's hidden weather warfare. They are aimed at intensifying or triggering extreme weather events on a regional scale, causing significant damage regularly and gradually depleting the adversary under the guise of natural disasters, which is the essence of weather warfare. Weather warfare is part of Russia's asymmetrical war of attrition, including sabotage and other active measures.
Climate Warfare and Weapons
Climate weapons are any technical means intended to melt and destroy Arctic ice and Russian permafrost, thereby accelerating global warming that benefits Russia and expands its livable territory in the North, while gradually turning the territory of the currently most prosperous countries into uninhabitable land.
The Russians frame their objective as melting Arctic ice and turning the 'Ice Ocean' (the Russian name for the Arctic Ocean) into an ice-free Arctic Ocean. Applying the tools to free the Arctic from ice automatically increases the frequency and intensity of regional natural disasters worldwide, as it disrupts the existing natural balance, creating a new one that favors Russia and devastates the currently climate-favored countries.
Russian efforts have made the Arctic warm 4-7 times faster than the rest of the world, which logically means the Arctic is the primary driver of global warming, not its consequence, as Russians insist on portraying themselves as victims rather than perpetrators. Russian active ice-melting measures in the Arctic have already made the Russian climate milder, according to a Russian source.
Living conditions have improved, and energy consumption has been significantly reduced due to milder winters. The productive agricultural zone moves northward, replacing tundra with arable land, thereby increasing production, especially on the lands rented to the Chinese.
Covert Stealing of Climate Instead of Open War
Intentional warming of the Arctic and Russian North completely changes the global climate, benefiting Russia and turning the rest of the world southward into a disaster zone. Russia artificially altered the Arctic's natural parameters, which are key to maintaining a normal global climate.
In fact, Russia has stolen the main resources of the most developed countries - their good climate. Now, they spend a considerable amount of their wealth compensating for the damage caused by massive natural disasters intensified by artificial climate change.
Previously, such a huge shift in prosperity and resources could be achieved only through conventional war, which assured territorial gains. Now, nuclear technology allows Russia to steal the main resources and the wealth of the most developed countries simply by changing the climate, meaning shifting the productivity zone to the North.
Russia’s Aggressive Investments in Arctic Nuclear Icebreakers Fleet
Russia is the only country in the world to possess nuclear icebreakers, comprising 8 nuclear and 40 conventional icebreakers. Nuclear icebreakers are an example of a geophysical weapon, as they physically fragment and destroy ice, heat the water, cause radioactive and chemical pollution, thereby accelerating the demise of the Arctic ice cap.
The width of the channel nuclear icebreaker leaves behind varies greatly, “from just a few ship lengths to several kilometers for large, persistent openings, not a fixed measurement, though some models consider widths of 10-20+ km for large ice fields, according to the SAR User’s Manual. Russian sources insist that the created channels are only 50 meters wide and nuclear icebreakers do no harm.
The amount of water that evaporates during the cooling process of one nuclear reactor per day is 30 million liters, while 4.6 billion liters of water, withdrawn for cooling, are returned, as specified, “slightly warmed” to the sea. Russian nuclear icebreakers have two reactors each and are significantly larger than the conventional icebreakers used by other countries.
Russians intentionally downplay and publicly falsify figures to portray the impact of icebreakers as insignificant, as a kind of maskirovka in the geophysical war; among many other falsifications, Moscow uses this to protect its military-technical measures.
The cumulative impact of nuclear icebreakers is massive. Open water absorbs 80 percent more solar radiation (heat) than reflective sea ice, causing the newly opened areas to warm up faster. Wind and storms, which occur in ice-free warm water due to temperature differences, further widen channels.
Another geophysical weapon is the floating nuclear plant (FNP) "Academic Lomonosov," which was advertised as providing electricity to remote cities; in reality, it melts ice along the Northern Sea Route, while the local nuclear station, which had to be replaced by the floating nuclear plant, is still operational. In such a case, what does "Academic Lomonosov" heat up?
The icebreakers and floating nuclear plants are not the main way the Russians destroy Arctic ice, but the damage they cause keeps growing, making them the main threat. Russia aims to significantly expand the fleet of both icebreakers, building now the biggest nuclear icebreaker in history, and floating nuclear plants, increasing the number of FNPs from one to 4 or even 17, according to different sources.
Arctic Ice Melting: Cause or Effect of Global Warming
The disappearance of ice causes irreversible climate change in the Arctic and globally through the Albedo effect. Water albedo is significantly lower than ice albedo. Ice-free ocean water reflects only about 6% of sunlight, while snow-covered ice reflects 80-90%. Dark water absorbs more heat, accelerating further melting of the Arctic ice. The phenomenon is known as Arctic amplification.
According to the current scientific consensus, the Arctic ice loss accounts for 30-50% of Earth's warming, a consequence of global warming, which is a lot. However, Russia's massive efforts and investments in melting Arctic ice through various means (I mentioned only a couple here) show that this is the primary driver of global warming, not a consequence.
Due to the Russians' intentional and massive heating of the Arctic, the entire system of oceanic currents shifts, leading to massive climate change in the US and Europe, risking becoming irreversible. Russians intend to make the Northern Sea Route year-round accessible, enabling them to replace other global sea routes and turn Russia into a great maritime power. Until the Arctic remains frozen, and only two to three months per year are available for navigation.
Weather Warfare and Weapons
Temperature differences are the fundamental driving force of weather, as uneven heating from the sun creates pressure variations that cause air to move (which is a definition of wind), transporting heat, moisture, and energy, and leading to all other weather phenomena.
When large masses of warm, moist air meet cold, dry air, significant weather disturbances occur. The larger temperature difference creates stronger winds and more intense weather.
Moderate energy input can intensify existing or provoke "preexisting" severe weather events that periodically occur in this area, driven by a combination of geography, topography, season, and other factors.
Temperature increase, injected by a geophysical appliance, can significantly change already unstable weather, turn storms into hurricanes or tornadoes, increase atmospheric rivers and floods, and disrupt the polar vortex.
In fact, this is the essence of geophysical weapons—the use of the vast energy store by nature by applying relatively moderate amounts of energy to trigger or intensify the extreme weather events inherent to a specific place and season.
Geophysical vs. Nuclear Weapons: Grinder vs. Hummer Effect
The energy released by a tornado is comparable to that of a small nuclear bomb; in the case of a hurricane, it is approximately ten thousand times that of a small atomic bomb. A nuclear bomb has the effect of a hammer, concentrating its devastating power inside a city during a short period of time.
Geophysical weapons act as a grinder, destroying the environment over hundreds of kilometers for days, covering a much vaster territory than nuclear bombs ever could, potentially turning significant territories into uninhabitable zones.
For one day, a hurricane releases energy equivalent to 248 Tsar bombs or 12,400 large nuclear warheads (1 megaton each); much less energy is needed to intensify a small seasonal hurricane into a mega-disastrous one.
Even if the destructive power released during landfall accounts for only about 1 percent of the figure mentioned, it still has a devastating impact, given that it affects a much larger territory than a nuclear strike. If a nuclear bomb acts as a hammer, a Hurricane spreads damage as a grinder.
New as Well-forgotten Old
Russian scientists actively promote the idea that it is impossible to create a natural disaster artificially and, therefore, geophysical weapons don't exist. The stereotype imposed by the Russian scientists works as maskirovka, preserving Russia's military advantage. However, there is no need to make hurricanes and tornadoes; it is enough to intensify them or trigger preexisting natural disasters inherent to the area.
Intensification can be easily achieved by warming the water in the areas where hurricanes usually form, turning a disturbance into a storm, and a storm into a hurricane.
Another major trigger of natural disasters is the disruption of the polar vortex, which can be artificially induced by heating specific areas of the Arctic Ocean. As current space-based monitoring systems cannot monitor the polar region, Russia eagerly exploits this blind spot. Russia's mini nuclear reactors, remotely managed and operating in autonomous mode as water heaters, provide consistent heating to provoke disruption.
Soviet scientists calculated in the 1960s that it is feasible to redirect large masses of cold Arctic air with relatively modest effort, given that unstable weather systems are highly susceptible to influence. The same principle applies to hurricanes, which can be redirected and used as a weapon, as American military research suggested in the 1970s.

In a 1973 Navy article about current and future naval development projects, Admiral Raborn outlined possibilities such as diverting storms toward communications, causing destructive weather phenomena, or controlling the weather to support a military assault. He placed no timetable on these developments:
The possibilities for the military employment of the weather weapon may be as diverse as they are numerous. Control of the weather contradicts greater changes in warfare than those which occurred in 1945 with the explosion of the first nuclear weapons.
A severe storm or hurricane striking a naval force may well inflict greater damage than could an enemy. The capability to change the direction of destructive storms and guide them toward enemy concentrations may exist in the future arsenal of the naval tactical commander.
Weaponizing Severe Weather
Moscow has learned to intensify hurricanes and redirect tornadoes in the United States by adjusting the primary parameters involved. This explains why tornadoes lately have moved from their usual place, Tornado Alley in the Midwest, to more populated, industrialized areas of the East.
Hurricanes: Atmospheric Phenomena or Hydro Spheric?
Regarding hurricanes, the West emphasizes that they are "atmospheric phenomena," and climate scientists are called atmospheric scientists, suggesting that the hydrosphere’s role is underestimated. Accordingly, the West attempted to influence the atmosphere to neutralize hurricanes, but this approach failed, leading to the conclusion that hurricanes can't be managed and that any attempts are futile.
In contrast, Russians understand that hurricanes depend more on the hydrosphere, and the atmospheric event is secondary. This slight nuance explains the difference in the Russian approach, which Russians keep for themselves. They are aware that water is about 800 to 840 times denser than air, and that the state of the hydrosphere determines the state of the atmosphere.
The Russians know that a hurricane's strength depends directly on water temperature. Warm water provides the energy that fuels storms through evaporation. The energy is released into the atmosphere, creating a cycle where warm, moist air rises, lowering pressure and causing winds to spin faster to replace the rising air.
The warmer the water, the more energy the storm can absorb, and the stronger the hurricane becomes. According to physical laws, a slight increase in sea surface temperature leads to a significant increase in a hurricane's wind speed and intensity. Thus, a 1°C (1.8°F) rise can increase wind speeds by about 5% (to around 10-20 mph) or even shift storms into higher categories. This knowledge is not new; it is just ignored because of the officially imposed formula: "No one creates or steers hurricanes; the technology doesn’t exist."
As a hurricane moves over cooler water or land, it loses its energy source. It begins to weaken if not fed along the way with additions of energy - hot water reserves along the route, which cause rapid intensification.
Rapid Intensification: New Phenomenon
By heating specific areas of the Gulf of Mexico and the Caribbean Sea, the Russians can transform a storm into a hurricane and rapidly intensify it into a Category 5 hurricane, the most destructive. The phenomenon is named rapid intensification and refers to a situation in which the maximum sustained winds increase by at least 35 miles per hour (mph) within 24 hours.
The term rapid intensification is new, as well as the phenomenon itself. The term was first used in 2016, which coincides with Russia's acceleration in weaponizing extreme weather as a weapon against the West.
American scientists explain the rapid intensification phenomenon as driven by global warming, caused by rising atmospheric carbon dioxide levels. The thought stops here because other exploration of the phenomenon is not allowed. Anyone who doesn't comply with the dogma is shamed, condemned, boycotted, and professionally and socially canceled.
However, Russia has the technical means to raise water temperatures in the Gulf of Mexico and the Caribbean Sea, a goal it has been pursuing for many years. To gain access to the waters, Moscow developed special relationships with the countries in the region, including military cooperation, and received permission to use their territorial waters under a security pretext, promising them that it would "implement security measures" against possible US attacks.
The Russians can use their nuclear submarines as "nuclear heaters” to increase stored heat as a fuel for future hurricanes, as well as to deploy nuclear mini reactors on the seafloor, operating autonomously as heat generators.
Hurricane Helene (September 2024) and Hurricane Milton (October 2024) are bright examples of rapid warming in the Caribbean and the Gulf of Mexico that turned a typical seasonal tropical storm into a hurricane, intensifying it to maximum strength and causing catastrophic landfall on US territory, with an immediate loss estimated at $80 billion.
Politically Motivated Timing of Global Warming Intensification
Rapid intensification of hurricane formation, a persistent phenomenon that emerged in 2016, coincided with intensified Arctic ice melting. Scientific observations show that global warming intensified significantly in 2016, and since then, record warm years have occurred.
Why? After 2014, Russia’s aggression against Ukraine and annexation of Crimea, the West introduced sanctions against Russia and limited investments in oil production in the Arctic.
As Russia didn’t have its own technologies for oil production in permafrost conditions, on land or at sea, it began melting Arctic ice and permafrost using all available means. This is when the Arctic started to warm up 4 to 7 times faster than the rest of the Earth.
The Russians also intensified investment in the Northern Sea Route, which required greater icebreaking capabilities.
Russian Mini Nuclear Reactors as Autonomous Heat Generators
Russians developed a technology that allows them to deploy mini nuclear reactors, autonomous and remotely controlled heat generators on the floor of a sea or ocean, to heat the water, turning it into a critical fuel for potential tornadoes and hurricanes.
These mini nuclear reactors heat portions of the sea or ocean that are prone to developing tropical storms and hurricanes—the Atlantic and Pacific Oceans, the Caribbean, and the Gulf of Mexico. Turned into a fuel, hot water becomes the main factor for forming tornadoes, hurricanes, and other disasters, including massive floods, strong winds turning into storms or firestorms, and atmospheric rivers, which, if intensified by heating the water, turn into a weapon destroying the environment and infrastructure by intensive floods, mud, and landslides.
In all cases, the level of devastation is the same as in a conventional war, but the attack is written off as "Mother Nature," climate change, or weather cycles, not as possible hostile meddling by an adversary who enjoys observing the damage caused and is free of any retaliation.
All mentioned natural phenomena can be rapidly intensified to apocalyptic levels by simply heating the waters with a Russian mini-reactor, operating in thermal generator mode.

These autonomous mini nuclear reactors, “Shelf,” can be set up once at a place on the seafloor and be remotely managed. According to the energy complex's design data, the mini nuclear reactor's resource life is 200 thousand hours, service life is 30 years, and capacity is 24 MW. The period of continuous operation without human presence and maintenance is 8,000 hours.
The nuclear mini-generators are presented in both the Russian and Western media as a new development. However, these mini nuclear reactors have long been known in Russia as the so-called "Dollezhal eggs," named after the Soviet nuclear reactor designer Nikolai Dollezhal, who also designed the Chornobyl Nuclear Plant and died in 2000.
The Russians like to joke about where the next “egg” will be laid, suggesting that they are already in active use. Usually, such devices are first used by the military before they are introduced as civilian products.
The mini nuclear generator “Shelf” became known in the West as the payload of a mysterious special-purpose submarine “Belgorod’ (K-329), launched in 2022. “Belgorod” sub is usually associated with the notorious nuclear-powered torpedoes “Poseidon,” which, however, experts still see more as a virtual deterrent than as a weapon to use. For the same reason as other nuclear weapons - using them would invoke immediate retaliation, which Russia would be unable to withstand and therefore doesn’t want to provoke.
The Mini nuclear reactor “Shelf” is often underestimated and causes confusion among experts about its purpose, as it is often seen as a power source for another system. However, “Shelf” is the central piece of the Belgorod special-purpose submarine’s mission. A self-contained, deep-sea nuclear power plant (“Nuclear Turbo-Generator Unit”), “Shelf can withstand being placed on the seabed and is designed to provide long-term, autonomous heating. “Shelf’s goal is to work as a simple but powerful heater of sea water, turning it into a fuel for hurricanes, tornadoes, storms, atmospheric rivers, to weaponize them, transforming them from a banal natural disaster into supernatural apocalyptic devastation.
A new model of “Shelf,” the much more compact "Shelf-M" nuclear reactor, was introduced by the Russian Ministry of Defense as a civilian micro reactor at the Army-2024 exhibition.

From Lake Snow Effect in the US to Storms and Floods in Europe
Due to its micro-size, the "Shelf-M" can be used as a lake's water heater for generating local Lake Snow Effect disasters. Micro-nuclear generators “Shelf-M” could be imported to the US (in whole or in part) and placed on the beds of the Great Lakes or other lakes to heat them and keep them warm. Often, the Russians use private property bought on a front man to avoid exposure or find different “creative” ways to plant a heater.
Warm lakes are the main cause of the Lake Snow Effect - a “natural” disaster producing costly damage and endangering human lives, if synchronized with cold air masses resulting from the artificial disruption of the polar vortex by the Russians, which I describe later in this publication.
The same nuclear generators “Shelf” and “Shelf M” could be placed in the Mediterranean Sea, not far from the European shores, to heat the water and to provoke massive, devastating storms, rains, and floods in the Southern part of Europe. These are just a couple of examples. The same micro-nuclear reactors, “Shelf-M,” can also serve as power sources for other geophysical weapons.
Heating up the Gulf and the Caribbean
Autonomous mini played an important role in raising seawater temperatures in 2024, which led to the rapid intensification of hurricanes Helene and Milton, which reached Category 5 in record time. It’s interesting that I wrote about hidden artificial heating in a comment on the NOAA post before Hurricane Helene made its devastating historical landfall.
Planting mini nuclear generators is carried out by Russian special-purpose (multi-purpose) submarines and UAVs, self-propelled, unmanned robots that operate independently of a human operator for underwater exploration and research.
Below is my comment on the NOAA FB post, made before Hurricane Helen's landfall. It was accepted by NOAA and was one of the reasons why there were no hurricanes in the Gulf in 2025. The temperature during the 2025 hurricane season was much lower than in 2004.

Russia Intensifies Ties with Caribbean Nations
In February 2024, Nikolai Patrushev, a Russian security veteran, visited Cuba, where he had several meetings with officials from Caribbean and Gulf of Mexico nations for “security consultation.”
Presumably, Russians informed the security officials about the US threat from the sea and offered “protection” in exchange for the access of Russian submarines to their internal waters. After obtaining access to the countries’ internal waters under the pretext of strengthening security against the US, the Russians place their nuclear reactors deep on the seabed, from where they can heat the water.

In September and October 2024, the internal waters of these countries became a fuel - hot water, which fed Hurricane Helene and Hurricane Milton. Both hurricanes demonstrated extraordinary rapid intensification after integrating all disturbances generated by artificially warmed water.
A year later, Patrushev was appointed to head a new Naval Board in charge of Russia's New naval policy, with a focus on what Patrushev named a “unique” and “without analogue” weapons, able to erase the US from the face of the earth, which is a description of geophysical weapons and their impact.

Army Gen. Chris Cavoli, the top commander for NATO and U.S. military operations in Europe, reported to Congress in 2023 that Russia has increased its submarine presence in the Atlantic:
“The Russians have been more active than we’ve seen them in years. Their patrols into the Atlantic and throughout the Atlantic are at a high level most of the time, at a higher level than we’ve seen in years. And this, despite all the efforts they’re undertaking in Ukraine.”

Russian submarines have become less noticeable and quieter, a key quality for covertly influencing the climate and weather, allowing them to patrol US waters and even lay down their autonomous mini-nuclear reactors without being detected, thereby provoking rapid intensification of hurricanes, tornadoes, and other storm systems.

Putin personally takes part in geophysical warfare, especially in all operations conducted by the special-purpose submarine Belgorod, specifically equipped for this purpose. Taking part in a covert operation to destroy the US is a matter of pride and personal grandiosity. Observing the rising level of destruction and the number of victims is especially uplifting.
Mysterious Sinkholes on Arctic Seafloor
Discovered in 2022, massive undersea sinkholes can exemplify another use for Russian mini-nuclear reactors, submarines, and autonomous underwater robots.
As CNN reported, marine scientists have discovered deep sinkholes – one larger than a city block of six-story buildings – and ice-filled hills that have formed “extraordinarily” rapidly on a remote part of the Arctic seafloor.
Mapping of Canada’s Beaufort Sea using a remotely operated underwater vehicle and ship-mounted sonar revealed dramatic changes. The changes the scientists observed occurred between 2010 and 2019, during which four mapping surveys were conducted.
The researchers said the sinkholes occurred due to thawing permafrost beneath the seabed. However, the appearance of mysterious sinkholes on the Arctic seafloor can be explained by Russia's use of mini reactors to melt the Arctic, which aligns with Russia’s strategic goal: “liberate” the Arctic from the ice and improve Russia’s climate, while causing global warming that destroys other countries.
Mysterious massive sinkholes in the undersea permafrost
Therefore, the sinkholes created by Russian mini-nuclear reactors are the cause of climate change, not a result of it, as scientists suggest. In this case, mini nuclear reactors are climate weapons, as they affect the global climate; however, by altering the climate, they intensify local extreme weather events.
Polar Vortex Weaponization
Cold Arctic air masses, produced by Polar vortex disruption, are another critical component of extereme weather events. They are crucial to the formation and strengthening of tornadoes, storms and cyclones as they occur at the collision between cold, dry Arctic atmospheric fronts and warm, moist air masses from the Gulf of Mexico, which creates an excess of energy and instability, necessary for extreme weather events. The greater the contrast between two fronts, the more destructive tornadoes and storms are.
The Arctic polar vortex is a band of strong westerly winds that forms in the stratosphere between about 16 km (10 miles) and 48 km (30 miles) above the North Pole every winter. The winds enclose a large pool of extremely cold air.

When the polar vortex is strong and stable, the jet stream stays further north, keeping the cold air contained over the Arctic, which makes mid latitudes warmer than usual. When the polar vortex is disrupted, the cold air masses are pushed southward from the poles, creating cold weather.
In recent years, the polar vortex, in public perception and meteorologists’ reports, has become a mysterious being that periodically creates chaos by spreading its cool air masses far beyond its usual sphere. However, the polar vortex is just an expression of the laws of physics, which not only mysteriously disrupt but can also be easily disrupted if the right amount of effort is applied.
Russians understand this and very successfully weaponize the polar vortex as a weapon against the US and other countries when Putin is in the mood to punish them.

The Polar Vortex comprises two linked systems: a tropospheric polar vortex, represented by the jet stream, and a high-altitude stratospheric polar vortex, active in winter. Together, they form a reservoir of frigid polar air that, when disrupted, allows it to plunge south into North America, Europe, and Asia, causing extreme cold snaps.
A disruption of the tropospheric polar vortex could result from a combination of natural factors or from deliberate warming of a portion of the Arctic, which also disrupts the polar vortex. Artificial warming of a particular area of the Arctic Ocean could be enough to disrupt the lower Tropospheric polar vortex and provoke an Arctic blast. A more complicated nuclear-powered device is needed to disrupt the Stratospheric polar vortex.
Mysterious Sudden Stratospheric Warming
The strongest polar vortex disruptions are linked to a mysterious "Sudden Stratospheric Warming"(SSW)—the event, when the temperatures of the higher-level stratospheric polar vortex increase by about 50 °C (90 °F) over a few days, and causes increased damage on the ground. The scientific explanations Google offers for the stratospheric disruption caused by "Sudden Stratospheric Warming" don’t explain much, and they even confuse cause and effect. One of them:
SSW refers to a dramatic warming of the stratosphere over the polar regions, where temperatures can rise by as much as 50°C (90°F) within a matter of days. This causes a disruption in the polar vortex, which typically leads to severe cold weather conditions at the surface. The event happens due to changes in atmospheric dynamics, such as the weakening or breaking of the polar vortex, and is influenced by factors like solar activity, changes in the jet stream, and natural variations in the climate system.”
A coincidence of rare natural factors could trigger Sudden Stratospheric Warming events. But the same effect could be achieved artificially using a technical device that creates vertical convection, thereby increasing stratospheric temperatures. It could be a specific nuclear-powered device that injects a sustained, powerful stream of hot air into the stratosphere, leading to a "sudden stratospheric warming" within two weeks.
Different technological approaches could be applied. It could be the same appliance the Russians use to provoke rain—a device combining several jet engines, powerful enough to steadily spread hot air into the Stratosphere and cause a sustained 50°C (90°F) increase in temperature for long enough to disrupt the stratospheric polar vortex and sustain the disruption necessary to spread enough cold air masses into territory of the US, Europe or parts of Asia, but excluding Russian territory.
The choice of area, timing, and intensity of the warming determines the extent of disruption, the affected territory, and the damage to infrastructure and the economy. To calculate the most devastating impact on enemy territory, the Russians use the same weather models that Western scientists use to predict the weather and prevent damage.
Usually, they are placed near the persistent Alaska high-pressure block and the Greenland high-pressure block, which, when intensified, distort the entire jet stream, enabling cold air to be pushed southward. Artificially provoked Stratospheric Sudden Warming adds fuel - more cold air - to tropospheric polar vortex disruption.

To produce a successful “natural disaster” or geophysical attack, the disruption of the polar vortex should be synchronized with other actions, such as heating the waters of the Gulf of Mexico, as the bigger the contrast between temperature and pressure, the more destabilizing and disastrous the effect on the weather will be.
For example, a massive blast of cold, dry Arctic air, provoked by artificial disruption of the polar vortex, colliding with warm, moist air masses from the artificially heated Gulf of Mexico, can provoke destructive tornadoes. Clash creates instability and a lifting mechanism needed for intense thunderstorms, wind shear, and rotation – key ingredients for tornado development.
Hurricanes, on the contrary, are destroyed by a massive cold Arctic front, as it destroys the hurricane’s vertical structure, dividing the top of the cyclone from its fuel - warm water.
From Severe Weather Weaponization to Climate Modification
By choosing a place of disruption, Russians can reshape the polar vortex, split it into two or more pieces, and reverse its wind direction to maximize the damage.

Lately, the polar vortex has been active almost permanently. By intensively warming up the Arctic along the Northern Sea Route, Moscow has already permanently shifted the position of the Polar vortex toward the US and Northern Europe, causing them to freeze or intensifying their severe weather outbreaks, while keeping Russia warmer and the Northern Sea Route’s season free from ice longer with every year.
It is not surprising that the Northern Sea route is managed by Rosatom, a Russian state-owned conglomerate that dominates nuclear power globally and is responsible for nuclear development in Russia, which explains Russia's Arctic strategy: using nuclear power to free the Arctic of ice. The goal was set for 2050, but it has now been moved to 2028.
Russians hope that the heating they apply at some point will change global currents and make the new climate irreversible, rendering permanent heating unnecessary.
Directing cold air to the US and Europe away from Russia and the Arctic Ocean contributes to the same goal – warming up the Arctic and minimizing the formation of new ice cover, which is a part of Russian efforts to accelerate the melting of Arctic ice and speed up global warming, beneficial for Russia but destructive to the rest of the world.
Cold blasts to the US and Europe territory prove Russian propaganda that global warming doesn’t exist and that we are moving toward global cooling. The more confused the decision-makers and public are, the easier it is for the Russians to hide their climate and weather warfare.
The 2021 Great Texas Freeze: Arctic Cold Blast Meets Warm Gulf Moisture
In February 2021, Texas was hit by an unprecedented winter storm, commonly known as the Great Texas Freeze. A powerful Arctic air mass surged southward due to the artificial disruption of the polar vortex. While the vulnerability of Texas’s infrastructure was widely discussed in the aftermath, the possibility of artificial interference in weather manipulation was not addressed. Even if these already catastrophic phenomena could be further exacerbated by hostile actions, the mainstream scientific consensus routinely attributes them solely to natural variability and climate change.
Formally, it’s right as geophysical climate warfare does make weather more unstable and susceptible to instability - the higher the temperature is, the more contrast it creates while confronted with Arctic cold blasts, resulting from artificial polar vortex disruption.
However, when the already warmed-up area is additionally warmed up by moisture from the artificially heated Gulf, the extreme weather takes on catastrophic proportions. Lack of clarity allows Moscow to continue terrorizing the US and other countries with impunity, by intensifying tornadoes, thunderstorms, downpours, floods, hurricanes, etc., causing enormous damage to the US. For Putin, this covert attack with tragic consequences was a big win, boosting his ego and Russia’s ambitions.

There is a direct connection between hidden weather warfare and shift in global political developments. Putin issued an ultimatum to NATO immediately after the catastrophic tornado outbreak in the US, artificially provoked by Russia. The successful geophysical operation gave a sense of omnipotence and superiority over NATO countries and the potential adversary, China, which is especially vulnerable to natural disasters that Russia learned to weaponize.

Russians suddenly realized they had the secret power to conquer the world by gradually weakening the world's most powerful countries and eventually replacing them as global leaders.
On December 10–11, 2021, the U.S. experienced its most violent tornado outbreak, with 71 tornadoes across several states. The Quad State Tornado, an EF-4, traveled 165.7 miles across Arkansas, Missouri, Tennessee, and Kentucky, devastating towns such as Cayce, Mayfield, and Benton. Another EF-3 tornado with 160 mph winds tracked 122.7 miles from Tennessee to Kentucky. In total, 89 people died, over 600 were injured, and damages reached $4.4 billion. Five days later, a rare December derecho spawned 99 more tornadoes in the central Plains and upper Midwest.

What is usually mentioned is unprecedented warm weather in affected regions, with temperatures reaching 80°F. But high temperatures themselves don't cause tornadoes. An artificially disrupted polar vortex spread cold air masses inside the US and collided with warm, humid air masses from artificially heated waters of the Gulf of Mexico. Their collision spawned a strong storm system, resulting in severe thunderstorms that produced tornadoes. These are the basic components necessary to cause an anomalously violent tornado outbreak.
Military-technical means (geophysical weapons) played a decisive role. To produce record destruction, it is necessary to calculate where to disrupt the polar vortex and with what intensity, depending on whether the disruption is tropospheric or stratospheric, to reach the target. Also, it is essential to heat the Gulf of Mexico and channel warm, humid air masses to interact with cold blasts.
The most unusual was unprecedented track length: a single supercell spawned a tornado that carved a path over 250 miles through Arkansas, Missouri, Tennessee, and Kentucky, potentially the longest track in U.S. history. Such intense outbreaks are especially rare in December as the U.S. tornado season typically peaks in spring (March-April). The outbreak occurred overnight, making it harder to notice and more dangerous, as people were asleep, which increased fatalities.
The parent supercell rotated for about 11 hours, a remarkable duration, leaving widespread impacts across eight states.

The Guardian reported that the International Chamber of Commerce (ICC) report found a gradual upward trend in the cost of extreme weather events between 2014 and 2023, with a spike in 2017 due to the active hurricane season in North America.
Over the past decade, extreme weather has cost $ 2 trillion globally. The US suffered the most significant economic losses, at $935 billion, followed by China at $268 billion and India at $112 billion. Germany, Australia, France, and Brazil all made the top 10.
The upward trend in the cost of extreme weather events can be attributed to global warming. At the same time, Russians see global warming as an advantage rather than a problem.
Russia's potential benefits from global warming are estimated at about 16 billion USD in additional annual GDP if the yearly average temperature rises by 1 °C, according to a report by the Institute of Economic Forecasting of the Russian Academy of Sciences. This is equivalent to 0.7% of Russia’s 2023 GDP. The resulting estimate of 1.2 trillion rubles is the net effect (total benefits minus total losses). However, the Russians traditionally have a double statistic - one for internal use, and another for the world.
Climate is Reversible. Extreme Weather is Manageable
The grounds for optimism are that if severe weather can be weaponized by intentional intensification, the reverse process is also possible. Moreover, after stopping the decimation of Arctic sea ice and glaciers and boiling the oceans, the global climate will start to recover simply due to geography and additional geoengineering efforts.
Russian geophysical warfare is effective only as long as the world remains unaware of intentional hostile actions meant to destroy the global environment and to covertly terrorize the world with artificially intensified disasters.
As soon as the West recognizes the threat and begins countering it, Russian covert attacks will stop, as Russia will lose its main advantage with weather weapons: stealth. Depriving Russia of its secret weapons by exposing and neutralizing them will stop global climate and weather degradation.
To counter Russia's geophysical warfare, NATO should establish a joint task force combining military and meteorological capabilities to expose and neutralize Russian attacks. The West should combine its efforts with other countries like China, India, and other nations, unaware of suffering from Russia's hidden climate and weather warfare.
When Russia's covert geophysical war is stopped, the world should redirect its efforts toward coordinated, pre-emptive mitigation of natural disasters.
A new legal framework for climate and weather modification is necessary, as the 1978 ENMOD Treaty is unable to manage existing and emerging threats. It should be expanded or replaced to cover modern technologies, verification measures, and rapid-response protocols. International transparency should ensure that geophysical capabilities are not used for military purposes.
