Both the heat dome and the intensified El Niño result from Russia's ongoing manipulation of the polar vortex, which I have been trying to draw attention to since autumn to prevent this.
By artificially disrupting the polar vortex, which is easy and cheap from a technological point of view, Putin managed to create prolonged, intensified natural disasters - be it tornadoes, blizzards, ice, freezing rain, floods, etc. at the weather level, while simultaneously melting the Arctic ice, which is the climate level. Climate level change leads to self-reproducing disasters at the weather level.
