Cyclone As a Weapon?

Is it even possible to redirect a typhoon as I suggest in my previous post on OBSERVER EFFECT 3.0? According to Vice-Admiral William F. Raborn, deputy chief of naval operations in charge of research and development, as expressed in his 1973 article,

OBSERVER EFFECT 3.0: THE SUPER TYPHOON BAVI WAS REDIRECTED

Super #Typhoon #Bavi was diverted to a less damaging path for US Pacific military bases due to exposure, exactly as I wrote in my previous post on super typhoon. Bavi made landfall on the small Pacific island of Rota, 50 miles from the 3 #US major military bases. Rota is not a permanent base but an outpost used mostly as a temporary training ground for US troops.

"The storm started passing through the island of Rota Monday morning local time, according to the National Weather Service. The typhoon threatened other parts of the Northern Mariana Islands, a U.S. territory east of the Philippines, as well as Guam. The area was still recovering from another destructive cyclone earlier this year."
It looks like there was a fight over redirecting to a safer path to spare the three major US Pacific bases, which are still recovering from the previous attack by Super Typhoon Sinlaku three months ago.
The safer path prevailed due to the Observer Effect: when exposed, the Russians retreated to avoid detection and retaliation, thereby destroying their covert geophysical warfare, which is effective only when undetected. As forgiving as Donald J. Trump is toward Putin, the case could irritate the US military, creating additional problems for the US President.
This “double super typhoon case” is especially suspicious when a second super typhoon targets the same US military bases within three months, whereas the Mariana Islands, with their US military bases, are normally affected by typhoon landfalls only once every 4-5 years, not twice in three months.
According to National Weather Service meteorologist Edwin Montvila, "The typhoon "was a bit erratic" overnight into Monday morning, wavering north and south as it headed west toward the islands".

Also, according to Montvila, Super Typhoon Bavi appeared smaller than expected and moved faster, which reduced the damage over the island. Again, the damage was diminished due to the Observer Effect, as rapid intensification of hurricanes and typhoons before landfall is Russia's specialty.

OBSERVER EFFECT 3.0 OR HOW TO REDIRECT SUPER TYPHOON
As I wrote in my previous posts, the Super Typhoon Bavi was generated by the Russians as a geophysical weapon targeting the US military bases in the Pacific. Which, according to the #ObserverEffect, should at least prompt the Russians to try to change the trajectory of Super Typhoon Bavi.
