(Reuters) - Ukrainian President Viktor Yanukovich pressed on with a legal move on Friday that could rule his biggest political challenger, world heavyweight boxing champion Vitaly Klitschko out of elections in 2015.

Yanukovich, under pressure politically from falling popular ratings, signed into law legislation passed by parliament last month to ban anyone who pays taxes abroad from claiming residency in Ukraine at the same time.Candidates for the presidency must have been resident in Ukraine for the 10 years preceding the ballot and the law is widely seen as having been aimed at ruling Klitschko - who has often trained and fought in Germany - out of the race.

Klitschko responded to the law's passing last month by formally announcing his run for president and his UDAR party responded defiantly on Friday, raising the prospect of a confrontation over the issue by saying the law could not keep him off the ballot.
"The authorities have no grounds to keep Klitschko out of the election," his spokeswoman said. "Vitaly Klitschko will run for president regardless of any amendments to the law."
UDAR, a pro-western liberal group founded in 2006???, also said passage of the law was marred by procedural violations but did not give details.
Yanukovich's main political rival, former prime minister Yulia Tymoshenko, is serving a seven-year jail sentence for abuse of office. Western powers are seeking her release.
Polls show the 42-year-old reigning WBC heavyweight champion would be the strongest challenger to Yanukovich or a candidate backed by Yanukovich in the 2015 election if he made it onto the ballot.

KIEV (AFP) — The foreign ministers of Germany and Poland warned Ukraine Wednesday to end its chronic political feuding in order to receive more international assistance for its crisis-battered economy.

The unusual joint visit by Frank-Walter Steinmeier of Germany and Poland's Radoslaw Sikorski came as the European Union and Russia compete for influence in Ukraine, which saw its old pro-Moscow elite swept from power in 2004.

Steinmeier said Berlin and Warsaw were "particularly concerned" about Ukraine -- which has borders with four EU states as well as Russia -- as it faces a double-barrelled political and economic crisis.

"A political crisis clearly because the blockade in parliament and between the president and the government has dragged on so long, and of course an economic crisis that has hit Ukraine particularly hard," he told reporters.

The ministers, who arrived aboard a German air force plane, held talks with President Viktor Yushchenko, Prime Minister Yulia Tymoshenko and opposition leader Viktor Yanukovich, who are locked in a bitter power struggle.

Steinmeier and Sikorski said they hoped to persuade Ukraine's leaders to try to break their impasse to ensure the flow of international economic assistance needed for basic services including Russian gas.

The overwhelming 2013 United States debt-ceiling crisis is in full swing. The analysis shows that the crisis is caused not by economic fundamentals but by a full-fledged undeclared information war. Putin’s last-minute shot

Monday, at the moment when the agreement in Congress on the debt ceiling was finally reached, but the final result of the bill passing was still unclear, Vladimir Putin suddenly publicly depicted the US as “a parasite on the global economy.” The international media immediately spread the incendiary wording reinforcing the divide. The question is why Putin adds oil to fire at the most sensitive moment when the US is still on the verge of default?

There is a bipartisan agreement between the two American parties. But de facto, there is a third party - the Tea Party, which is still not inclined to give up. Their refusal to raise the debt ceiling potentially could break not only the world financial system based on the dollar but the existing world political system, where the US is the unique superpower. America's status is what irritates Putin the most. In his book, this status the U.S. retains due to the dollar’s dominance as the world reserve currency. The default would immediately deprive the US not only of the financial but of the political superpower status. Was this an encouraging message to the Tea Party?

Talk to real master, not shadow

Before the G-20 Summit Putin assured the world in the official interview, where he has not ruled out backing a U.S.-led military operation in Syria if the Kremlin gets concrete proof than an alleged chemical attack on civilians was committed by Bashar Assad’s regime.

 I would not doubt the sincerity of Putin’s intention. He bases all his prestige on the Soviet Victory in the WWII over the atrocious regime of Hitler, but now he finds himself and Russia on the side of the “Syrian Hitler,” using gas against his own people. Putin understands that despite his massive propaganda efforts, he will not be able to manipulate the public opinion for long. It seems he suddenly realized that there is a risk remaining on the wrong side of history.

For the West, the Kremlins condition is quite easy to satisfy, as there are enough proofs that only the Assad forces could conduct the chemical attack. However, the next day – a day before the Summit - Putin unexpectedly produced a U-turn, publicly named John Kerry a “liar” using a blatant manipulation. Putin’s sudden change of mind is the main intrigue of the G-20 Summit and deserves attention.

Failed Mega Deal

What happened in between? A day before, the Summit Putin had a pompous meeting with the Chinese leader expecting to sign a mega-deal for gas supply to China. Then, the top Chinese official stated that any military actions in the Middle East would lead to oil prices growth, what makes China reject the strike. As about advertised “mega-deal,” expected by Russia, it failed as Chinese continue insisting on a half-price of the price Russia is getting in Europe.

Moreover, a couple days before the Summit China has signed another mega-deal with gas-rich Turkmenistan, more than doubling gas exports to China. Next day after the Summit China struck $30 billion deal with Kazakhstan including the purchase of the $5 billion stakes in the giant Kashagan oilfield.  

Therefore, China is not in a hurry and can quietly wait, when Russia becomes totally isolated by the West and be ready for a slow technical takeover of Russia. China is not interested in investing in Russia, except big industrial project at the Far East with a precondition that the working force on this enterprises will be exclusively from China. As despite the high oil and gas prices, the Russian economy is sinking a bit earlier or later Putin will have to accept the Chinese proposition. This would mean a “forever concession” by China of Russia’s the Far East.

Russia’s Political Bluffing

Russia's dependence on China is growing what makes Putin nervous. Moreover, China increases its influence in the region, considered by Moscow its “legitimate sphere of interests” and gradually ousts Russia. However, Russia does not dare to complain.  Instead, it pretends to have a very special relation and a strong alliance with China as opposing to the failing relationship with the West. 

China routinely calls Russia a “major country” and lets Moscow fight its revisionist fights with the West. At the same time, China does not consider Russia, an equal partner.  On a Chinese official web page,  there are pictures of Chinese President Xi Jinping with American President Barack Obama, but there are no pictures with Russian President Vladimir Putin. This shows where the real China’s priorities are.  

At the same time, Putin’s dependence on China explains Putin’s U-turn.  Trying hard to please Chinese President, Putin reversed his recent declaration on possibly joining the international effort against Bashar Assad and did this by calling John Kerry a “liar.”

Upgrading Role for China

Putin’s unfortunate position, which he masks by massive propaganda efforts, promoting his image and ideology at the West, makes him useless as a negotiator on Syria.   China is the real master of the situation China.

From this perspective, the Chinese and the Western positions on Syria coincide but contradict to Russia's interests: maintaining the civil war in Syria is a precondition for high oil price, on which the entire Russian economy totally depends. 

China should realize that as soon as the situation in Syria is resolved the oil prices would inevitably go down. This could become a first international action, where China can demonstrate its political maturity and responsibility for stability in the World. 

Beijing could like this new role. China already follows the U.S. and the EU example, offering assistance to different countries. Cash-rich China can show real leadership by helping Syria after the war is over.

If the leader of China does think that the growth of oil prices is the only objection to the common action in Syria, the negotiations should be conducted with him, not with the politically impotent Putin.

Had they joined then, the EU would be in a stronger position today, Orban said in a lecture at Helsinki University.

Orban, paying a one-day official visit to Finland, also said efforts to integrate Balkan countries into mainstream Europe should press ahead, he said.

A strong Europe requires strong nations, he said.

Ukraine's president has pardoned two former government ministers, both allies of imprisoned former prime minister Yulia Tymoshenko, moving towards fulfilling a key demand on Kiev's path to integrate closer with the EU.
President Viktor Yanukovych signed a decree to pardon former interior minister Yuri Lutsenko, 48, who is serving a four-year sentence on charges of abuse of office and embezzlement. Lutsenko's health has deteriorated since his arrest in early 2010, according to his supporters and doctors.
The move followed a recommendation from the presidential commission. Yanukovych also pardoned another Tymoshenko ally, the former environment minister Heorhiy Filipchuk, who was imprisoned for abuse of office.

President Viktor Yanukovich of Ukraine does not seem to think that a formal association with the European Union is worth the release from jail of the leading opposition leader Yulia Tymoshenko. What should be the appropriate E.U. response?

The E.U.-Ukraine Association Agreement offers Ukraine substantial advantages. As negotiated, it includes a Deep and Comprehensive Free Trade Agreement, which by opening the E.U. market for most Ukrainian goods and services would give a substantial boost to the country’s exports.

Принагідно він нагадав історію понад десятирічної давнини,  коли вибухнули звинувачення у нібито постачанні Україною протиракетних комплексів „Кольчуга" Саддаму Хусейну.  Це остаточно загнало в міжнародну ізоляцію тодішнього президента Леоніда Кучму, над яким уже висіли підозри у причетності до вбивства Гонгадзе.

На нараді у спікера Володимира Рибака лідери фракцій погодили ключові моменти щодо розблокування роботи парламенту.
Про це в інтерв'ю журналістам сказав лідер УДАРу Віталій Кличко, передає кореспондент Gazeta.ua.
За його словами лідери фракцій погодилися на те, що за неперсональне голосування депутата позбавляють можливості відвідувати не п'ять засідань, а одне.
"Партія регіонів погодилася з цією пропозицією. Ми сподіваємося, що вони не будуть від неї відходити й шукати інших засобів, аби вийти з переговорів", - наголосив нардеп.
Кличко проінформував, що на той день, коли депутата позбавляють можливості брати участь у засіданні, карточку для голосування в нього вилучають. Лідер УДАРу сподівається, що всі умови розблокування парламенту будуть погоджені й депутати зможуть розпочати роботу.
"Перемовини не закінчилися. Ми зможемо провести риску тільки тоді, коли під відповідним документом стоятимуть п'ять підписів лідерів фракцій", - додав політик.

Але він сидів за боротьбу за незалежну Україну, а вона за пограбування цієї України. Саме з цього ми і почали нашу розмову.

Свідок у справі Щербаня Ігор Мар’їнков стверджує, що прізвище Юлії Тимошенко не фігурує в попередніх протоколах слідства, бо це "блокувалось" прокуратурою.

 President Viktor Yanukovych has received a new appeal to solve one of his two big political headaches. All he has to do is agree to release ex-Interior Minister Yuriy Lutsenko, imprisoned for abuse of office charges, on humanitarian grounds.
Former Polish President Aleksander Kwasniewski and former European Parliament President Pat Cox, who visited Ukraine earlier this month, wrote a letter to Yanukovych seeking Lutsenko's release. They are waiting for his response - hopefully, by Feb. 25, when a Ukraine-European Union summit is held in Brussels.

Ukrainians believe that President Viktor Yanukovych is the politician of 2012, according to a poll conducted by the Democratic Initiatives Foundation and the sociological service of the Razumkov Center from December 21 to December 24, 2012.
According to the survey, 15.4% of Ukrainians said that Yanukovych was the politician of the year, and 12.2% said that UDAR Party leader Vitali Klitschko was the politician of the year. Some 9.5% of those polled named former Ukrainian Prime Minister Yulia Tymoshenko, 8% Svoboda Party leader Oleh Tiahnybok, 7.8% the leader of the Batkivschyna United Opposition, Arseniy Yatseniuk, and 5% believe that it was Prime Minister Mykola Azarov. Some 3.2% of respondents recognized Ukrainian Communist Party leader Petro Symonenko as the politician of the year, and 2.1% named former Economic Development and Trade Minister Petro Poroshenko.
Almost the same percentage of respondents (15.7%) believe that the biggest disappointment of the year is Yanukovych, 11.8% named Azarov, 7.3% Tymoshenko, 6.3% former Deputy Prime Minister Sergiy Tigipko, 5.5% Ukraine-Forward! Party leader and incumbent Social Policy Minister Natalia Korolevska, 4.2% third Ukrainian President Viktor Yuschenko, and 3.8% named Yatseniuk. At the same time, 3.6% of respondents said that all politicians in Ukraine were the biggest disappointment of the year.
Some 2.8% of respondents named Klitschko as the political disappointment of the year, 2.6% said that among politicians there were no those who would could be called the disappointment of the year, 2.4% believe that it is former Verkhovna Rada Speaker Volodymyr Lytvyn, 2.2% Radical Party leader Oleh Liashko, 1.7% Tiahnybok, 1.2% Symonenko and 1.2% former footballer Andriy Shevchenko.
A total of 2,009 respondents from all regions in Ukraine participated in the survey. The poll's margin of error does not exceed 2.3%.

Certainly the folks at Gazprom are having a good snicker, reveling in the mockery that has been made of what should have been a landmark Ukraine-Spain gas deal that would have loosened Russia’s gas grip on Kiev.

It was a horrible moment for Ukraine on Monday—all the more horrible because the whole event was televised—when the historical $1.1 billion deal it was about to sign with Spain’s Gas Natural Fenosa turned out to be fake.

Why was the deal historical? It would have secured $1.1 billion in investment for the construction of Ukraine’s first liquid natural gas (LNG) terminal on the Black Sea and a pipeline connecting the country’s vast gas network to the terminal.

Перевибори чи переворот?

 Незважаючи на відкритість ЄС до України останніми днями стало зрозуміло, що Європа не визнає українські вибори. Чітка заява посла Німеччини про те, що передумовою асоціації  є вільні та чесні вибори, говорить саме про це.

В такій ситуації розпуск парламенту та перевибори стають все більш реалістичними. Одним з формальних приводів для розпуску парламенту може стати  рішення про перевибори на 5 округах, для чого не існує законодавчої бази.  Але зрозуміло і те, що нові вибори не можуть проходити за старим законом.

 Перевибори за пропорційною системою із відкритими партійними списками  можуть не тільки забеспечити чесні вибори, але є й найбільш реалістичним варіантом. Хоча зовсім не факт, що Об'єднана опозиція та Яценюк підтримають цю ідею.

 Перевибори за відкритими списками здатні суттєво зменшити партійну  корупцію, переформатувати політичний клас України та підвищити  ії імунітет до тиску ззовні.

Разом з тим є об'єктивні підстави вважати, що перевибори за відкритими списками все ж таки  відбудуться. Янукович не контролює фракцію Партії регіонів в парламенті. Ще в липні він  погрожував розпустити Верховну Раду  після того, як фракція Партії регіонів з подачі московського лобі  таки проголосувала за мовний закон, який розколов країну.  На нову фракцію Партії регіонів Янукович має ще менший вплив ніж на попередню.

Про це в ефірі ТВі заявив захисник Юлії Тимошенко Сергій Власенко. За його словами, слідчі намагалися вручити Немирі повістку у справі про гроші на піар Тимошенко.

Як раніше писав "Український тиждень", Подільський райсуд визнав діяльність колишнього віце-прем'єра протиправною і зобов'язав його надати інформацію за запитами Асоціації "Український правозахисний альянс" щодо походження грошей, якими він розплачувався за піар екс-прем’єра Тимошенко.

За словами президента УПА адвоката Сергія Демченка, рішення суду підлягає виконанню, а в разі його ігнорування Немирю може бути притягнуто до адміністративної відповідальності.Асоціація "Український правозахисний альянс" - маловідома організація, яка ніде не фігурувала, крім позова до Немирі. В Асоціації навіть відсутній сайт в інтернеті.

Лідер Громадського руху «Український вибір» Віктор Медведчук прокоментував ухвалення Верховною Радою в цілому Закону України «Про всеукраїнський референдум».

«Ухвалення Верховною Радою України Закону про всеукраїнський референдум, вважаю першим кроком на шляху до реалізації гасла Руху " Український вибір" "Країною керуєш ти!», - пише він.

Нагадаємо, що Громадський рух «Український вибір» раніше опублікував свій проект Закону про внесення змін до Конституції України, який розширює сферу застосування як всеукраїнського, так і місцевих референдумів.

For several months now, Viktor Medvedchuk has been trying to convince Ukrainians to accept the choice of a Russia-imposed civilisation. At the very least, he wants to be in the Ukrainian parliament to coordinate its pro-Russian lobby.

Viktor Medvedchuk, the last head of the Presidential Administration under Leonid Kuchma and the master censor of Ukrainian mass media, is again in the focus of political attention. Aggressive and obtrusive, his billboards and paid-for articles in the press are second to perhaps only those of Natalia Korolevska whom the government is almost openly helping.

THE LITTLE RUSSIAN CHOICE

In many ways, Medvedchuk, the leader of “Ukrainian choice”, is following the Kremlin´s  lead after threats Vladimir Putin and Dmitry Medvedev made to Yanukovych during bilateral gas talks in the autumn of 2011: “Either you are friends with us, or your electorate will not be friends with you.” On top of this, Medvedchuk is lambasting the current government, particularly for the failed Yalta summit and initiatives promoted by Serhiy Tihipko. His position on Yulia Tymoshenko is also in line with statements coming from Russia.

Сергій ГОЛОВАТИЙ, доктор юридичних наук: 
— Що ми маємо на цей час? Ми маємо фактично тяжку хворобу пацієнта, яким є Україна. Причому, хвороби, яка потребує негайної і радикальної дії. Чому? Тому що Україна уже не функціонує як держава. Жодний інститут влади не стоїть на захисті державної незалежності. У тому числі й Конституційний суд, який внаслідок своєї неконституційної дії надав чинності Конституції зразка 1996 року — це був «тихий конституційний переворот».

Далі. Пройшли парламентські вибори. У влади був розрахунок, що вона матиме 300 голосів і змінить Конституцію «під себе». Адже навіть нинішня «реанімована» Конституція міцно захищає незалежність України. Проте 300 голосів не набралося. Тому вони було вирішено в останню мить — піти в обхід і маніпулятивним чином протиснути закон про референдум. Це вдалося зробити знову ж таки в неконституційний спосіб. Внаслідок цього закону, зараз парламент взагалі не потрібен. Можна змінювати Конституцію «оптом» і «в роздріб», ухвалювати будь-який інший закон. Парламент вже не є єдиним законодавчим органом, як це визначено в чинній Конституції. Тобто — все як по всій країні з бігбордів промовляє Медведчук: «Країною управляєш ТИ, а не ТІ, КОГО ТИ ВИБИРАЄШ».
